This paper analyses participation of adult learners in formal education and training, and compare to non-learners in 18 European countries using the freshly published Eurostat Adult Education Survey (AES).
When analysing participation and non-participation in adult education, we apply three categories of indicator in order to analyse the most important country-differences in incentives of participation in formal lifelong learning: (i) objective characteristics at individual level (basic demographics, initial education, labour force participation, income and parental background), (ii) subjective characteristics at individual level (main reason of participation, attitudes), and (iii) institutional characteristics (educational characteristics and institutional characteristics at the level of the employer).
We also study the obstacles to participation in education, i.e. what people see as barriers that makes it difficult or impossible for them to return to education even if they had an intention to do so.
