This paper focuses on school development in Austria. First the current status of school development towards inclusive education will be described. Although there is a common law for the whole country the situation in the nine federal states differs a lot. On the one hand there is Styria with less than 1% of all pupils in special schools and on the other hand there are federal states having about 3% segregated. Then the challenges and demands on inclusive education will be discussed on different levels. On society level the biggest challenge is the paradigm shift from the medical paradigm of disabilities towards the social paradigm. On national level the restructuring of the school system is the aim of educational policy. It will be defined what is meant by “Inklusive Modellregionen” and what are the aims, challenges and demands of the governance in order to support the development of inclusive schools. One important aspect is the restructuring of the teacher education system in 2013. Now inclusive eduaction is an compulsive part of teacher education programmes. Last but not least the local level will be discussed and different measures of inner and outer school development will be described.
