09 SES 11 B, The Development of Regional Modules for International Civic and Citizenship Education Study

In order to understand the ways in which young people in different countries are prepared to undertake their roles as citizens, International Association for the Evaluation of Educational Achievement (IEA) conducts International Civic and Citizenship Education Study (ICCS). There are 38 countries participate in ICCS2009. It investigated 13-year-old students’ conceptual understandings and competencies, as well as dispositions and attitudes relating to civic and citizenship education.
In order to considering the cultural differences in different regions, ICCS 2009 encourages the development of regional modules for citizenship. In this regard, there are three regional modules developing based on the international assessment framework, that is , Asian module, European module, and Latin American module.
The development of the regional module can be divided into 3 main stages. First, the research team analyzes the concepts about the common culture and core value in each region. Second, by referring to the framework of ICCS and cooperating with other research teams from other participating countries in each region, the research team constructs the framework and items of regional module. Finally, the research team examines the questionnaire of different regional modules and specifies the particularities of each module.
Three papers will be presented in this symposium. The first paper that analyzes the concepts and framework of Asian regional module will be presented by Shiow-Lan Doong. The second paper that draws emphasis on the development of Asian regional module will be presented by Li-Wen Wang. The third paper that compares the three regional modules (Asia, Europe and Latin America) will be presented by Mei-Hui Liu and Li-Hua Chen.
