This paper addresses the issue of the link between the knowledge-based society, competitiveness and social cohesion, which is the bedrock of the Lisbon agenda, arguing that the link with social cohesion has never been adequately elaborated. It argues that the Lisbon agenda assumes a direct link from the Knowledge-based economy, through international competition, which leads to economic growth, and thence to employment and social cohesion The paper focuses in particular on how growth is translated into employment and wages, and how these are distributed, and it goes on to hypothesise that ‘knowledge-intensive’ approaches have thus far boosted rather than reduced inequalities. It then considers a range of available means of addressing this problem through education, and concludes that ‘soft’ OMC methods may help reconcile growth and cohesion.
