09 SES 14 A, Unlocking the Potential of National Educational Management Information Systems for Research (Part 3)
Symposium
Contribution
The most detailed linked administrative databases in Hungary are available from the HUN-REN KRTK KTI. The Databank of the HUN-REN KRTK KTI compiled four such databases in the last decade and is planning to build its data infrastructure further in future. The first three databases are already available for research and cover the following periods: 2002-2009 (Admin1), 2003-2011 (Admin 2) and 2003-2017 (Admin 3). The fourth database covering 2003-2021 (Admin 4) is in the data cleaning phase and will be available soon. Up until this point, Admin 3 is the broadest and the most widely used (Sebők, 2019), so the rest of this summary will focus on that. Admin 3 links the following data sources on individual level: - Demographics (year and month of birth, sex, subregion) - School Census (official educational enrollment in primary and secondary schools) - National Basic Competencies Database (math and reading test scores from grades 6, 8 and 10, marks, detailed measures of family background from take-home surveys, school identifiers) - Higher Education Database (entry, exit, course, university identifier, payment scheme) - Employment data from the National Tax Authority (firm identifier, employment entry and exit, wage, hours worked, occupation, industry) - National Health Insurance Fund data covering all inpatient and outpatient healthcare treatments with diagnosis codes (for example, giving birth or abortion), prescription redemptions - Social Security data (state transfers, child-related subsidies, being in prison) The data covers the random 50% of the Hungarian population, and the educational data are available from 2009. Thus, for example, the first cohort that could be followed from secondary school into the labor market includes those born in around 1991-1992. This cohort can be followed until age 25 in Admin 3 (and could be followed until age 29 in the upcoming, very similar Admin 4). Further cohorts can be followed from a younger age (until a younger age as well). Researchers can gain access to Admin 3 from the HUN-REN KRTK KTI. When Admin 4 becomes available, in the first two years, access can only be gained through a local co-author. Most data are available through the secure server of the HUN-REN KRTK KTI. Some sensitive data (for example, doctoral visit-level health care data) are available on-site in a secure setting only; however, once the data are aggregated to a safe level, they are available through the server as well.
