Finland and Taiwan were very similar countries in many perspectives, such as the year of the countries’ establishment, their relationships with surrounding countries, their emphasis on education, etc. Both countries performed well in international PISA results with Finland doing better than Taiwan. Several reasons might be able to explain the excellent student achievements in both countries. Among these reasons, teacher quality is one explanation often mentioned.
This paper focuses on teacher education as the possible reason for their success. Specifically, the author will compare teacher education policies in both countries in the following perspectives:
1. The history and development of teacher education policy;
2. The reasons and rationales of recent reforms in teacher education policies;
3. Current system of teacher education;
4. Impact of teacher education policy on teacher profession;
5. Future challenges for teacher education;
6. Possible contribution of teacher education on students' educational performance.
