Comprehensive inclusion of children with special needs in education institutions especially in preschool is an important concern in Kosovo. Inclusive education is very important not only for children and their families, but for the future of Kosova. However, inclusion of children with special needs is significantly greater in preschool institutions in urban areas than in rural areas.
Since the end of the war, and with independence, attendance by Kosovar children in institutionalized education has made their lives better and is helping to build the future of Kosovo. In an independent Kosovo education gives children the skills to be independent, the opportunity to participate in an independent society, and increases children’s survival.
However, in rural areas special needs children are not given the opportunity to be involved in educational institutions together with their coevals. As a result these children do not have the opportunity of being active members of society.
Based on the initial hypothesis, inclusion of children with special needs in institutionalized education is greater in urban than in rural areas.
This study is done with aim of illustrating the positive aspects of involvement and negative aspects of non-involvement of children with special needs in institutionalized education starting from pre-school level. The study compares and contrasts the inclusion of children with special needs in urban and rural sites. The study explainsreasons why children with special needs in rural villages are not included in institutionalized education.
