Symposium
Contribution
This contribution provides an overview of school governing in Switzerland, it elaborates on the different actors involved, their roles and functions and how these change as the school governing of the cantons is changing. Quality Management is identified as a core activity of all levels and all actors involved in school governing. In these re-structuring processes various conflicts and tensions between and within groups of actors become evident. In particular, the governing body is experiencing an overlap of its tasks with those of other actors. Next, models to modify the roles and functions of the school governing body on the meso level are discussed as it becomes clear that all the other actors on both macro and micro levels are professionalizing and becoming more differentiated in their functions. Hence, the aim of this contribution is to describe and analyze the situation of school governing in Switzerland using an idiographic approach. The analysis draws on a literature review, presentations and discussion at three symposia with representatives of the actors of the various levels from different cantons of Switzerland, and a detailed case study of one canton, which used quantitative (2 surveys comprising all actors) as well as some qualitative methods.
