According to Torrejón (2011) for obtain a society more equality, now It isn´t enough with the simple expression that you are agree with the democratic value to the equality, but It´s necessary to pass the action to a decisive way, as individual form as in group.

Literature and research already called the attention to the disadvantage situation of women in different contexts of society. This way, Professor Sue Yeandle, leader of the research programme at Sheffield Hallam University explains, "This far reaching study shows that women from every walk of life are finding that their workplaces do not meet their needs and that their gender affects the jobs that are available to them and their prospects for the future” There are numerous authors that spoke about this topic as Nyla R. Branscornbe(1998), Graciela Morgade(1997), Ramón Vargas-Machuca Ortega(1996), JB Rosener(2011) ,Adriana Marrero(2010) …

The advance of equality will only be possible if full access to citizenship and participation is guaranteed for all – men and women – in all dimensions of life. This concern, which is above all a political one, demands policies and practices to change in different levels of society: public administration, education, health, etc. Therefore, the effort to promote equality needs to be a concern of the democratic system in itself.

These reflections came from a comparative study conducted in Portugal and Spain in the scope of a PhD. The study aims to compare policies and practices in what concern gender equality developed by both countries. In order to accomplish that we have chosen two organizations – CIG (Commission for Citizenship and Gender Equality)  and IMEX (Women's Institute of Extremadura) that reflect European and National policies and specific trends in what concern intervention. There is a belief that through this comparative study we will be able to analyse deeply strategies to overcome gender hierarchy, a concept socially constructed (Coot, 1987). Some questions are underlying this study: how different societies are working in order to improve equality of opportunities? How different social structures are networking at national and local level? How European orientations are being translated at national and local level? What type of innovative practices are taking place in Portugal and Spain in what concerns gender equality of opportunities and social justice?

This poster will be focus specifically on analysis of both organizations comparing its structure, policies and action. 

 

Method

The differences and the similarities between both countries are our principal focus of analyses. In oreder to accomplish this, we will use the comparative method, under which is the idea that the choice is guided by pertinent criteria (Dogan; Pelassy, 1981). We understand that comparation is the criterial of evaluative interpretation of empiric results (Nohlen, 2003; Hartmann 1980). Being a comparative study we decided to choose two comparable organisations from two neighbours countries- Portugal and Spain. The choosen organisations are IMEX in Spain and CIG in Portugal. Previously, we selected similar documents that enabled us to analise different levels decision: European level documents, analising gender policies that frame national policies in what concern gender equality; National level documents, namelly national regulations about gender equality, analysing how European directions are translated into national concerns and policies; institutional level documents, that allowed us to analyse how organisations “translate” and organise their action. After document analysis, we made a comparision between types of intervention in those two institutions. Therefore, we had access to trends, major problems and selection os strategies and publics. Semi-structured interviews we be conducted among coordinators and practicioners in order to deepend the analysis about the role of those organizations.

Expected Outcomes

The fourth Women International World Conference held in Pekim in September 1995, is, at the moment, the last one organized by United Nations in order to specifically deal with issues relating to women world situation. Since this Conference, different countries have been working to integrate the gender perspective in their policies. Spain and Portugal proceed from European Regulations until they arrive their own regulations. Spain and Portugal are working to the same way, so that, both countries are following the National instructions and adapting to each country. The results obtained will be the knowledge to the different ways they are working. We want to know how is interpreted this policies in the CIG and in the IMEX. In the same way, we hope to discover the different types of intervention in those two institutions. If they are working following some program of actuation, we would like to compare the different programs in each organization. We will be how many people are working in each organizations, what exactly are they doing. CIG and IMEX recive instructions to European Regulations then It´s very possible that their politics will be very similar, but as the social evolution is different in Spain than in Portugal maybe in one country could be more developed than in the other county.
