Contribution

The aim of the presentation is to provide insight into the content of the program for decreasing young people’s social exclusion that is developed in Latvia and to interpret the initial results of the program’s effectiveness.

The above mentioned program was developed in the European Social Fund Project "Development and implementation of the support programs for establishing the support system for the young people under the exclusion risk") with the aim to decrease the social exclusion of pupils and the school drop-out risk. 

The conceptual basis of the program.  Theimplementation of the program is based on the social approach or the social model, which, in its turn, is based on the understanding that the obstacles for the teaching/learning process and participation may exist in the environment or they may appear as a result of the interaction between the pupils and the context- the surrounding people, politics, legislation, education and other institutions, the social and economic conditions.   The program includes several interventions in different combinations aimed at decreasing the risks and strengthening the influence of factors that promote the pro-active social inclusion. The program is based on the theoretical statements and results of the research.

The support system is developed according to the Latvian context and cultural environment by summarizing the most successful scientific and practical experience of other countries as well as by studying the social exclusion risks of young people in Latvia (Raščevska, Raževa, Martinsone, Tūbele, Vucenlazdāns, & Vazne, 2012; Nīmante, Daniela, Samusēviča, & Moļņika, 2012).

Method

The program consists of 5 mutually connected parts - *Support to positive behavior (SPB); *Socially emotional upbringing (SEU); *Peer learning for promoting reading literacy (PLfPRL); *The totality of the career support activities (TCSA); *Mentoring for alternative life experience „Lakstīgala”/Nightingale/.

Expected Outcomes

The implementation of the support program was started in the academic year 2012/2013. The research group is represented by 7884 pupils from 25 schools of Latvia involved in the project. Simultaneously the study of the program’s effectiveness is being performed.
