26 SES 08 A, Leadership and School Development in Diverse, Underperforming Contexts: Evidence-based policies, values and practices in the U.S., Sweden, Germany and Australia

The paper will analyze a Swedish Government initiative for improving low preforming schools called ‘Co-operation for better schools’. The aim is to study how public schools understand and use audit information from the State School Inspection about the schools achievements results in their improvement work. The focus is on how the local school organizations define necessary steps to improve their schools. What role do the different leadership functions –superintendents, principals and teachers - play in the reflection process? How do the improvement ideas the schools themselves identify correspond to the audit from the school inspection? How do the schools themselves define their challenges with underperforming students? What can statistical information disclose in relation to ethical leadership for inclusive practice and success for all children and especially those with learning difficulties? We will use a database, which contain data from 80 school districts and around 100 project schools. The empirical material will be both statistic information written documents with analysis of the situation from different stakeholders. The study is grounded in research on implementation and enactment processes and theories about organization and leadership. It will discuss challenges on how practice, theory and research can be combined form ethical school improvement processes.
